| The
reference conditions of the monitoring project of democratic values and
tendencies in the Arab nation are the following:
1-
The goal of the monitoring is to identify the
values and tendencies towards democracy, and other related values and
tendencies preoccupying Arab citizens, in the dawn of the 21st century (2007).
This monitoring should also be the baseline, upon which future changes can be
observed.
2-
The values abovementioned are the most deep-rooted
beliefs in the minds and hearts of the citizens, consciously or unconsciously,
defining their tendencies as to modern public affairs. Consequently, they
constitute his everyday behavior.

Freedom and equality are the basic values from
which emanate tendencies towards democracy such as human rights, as mentioned
in the international declaration bearing this name, including the right and
power of self-determination, taking part in public affairs and giving the same
rights to others, who are different in belief and sex and race and class. The
changes included in the measurement of democratic tendencies are the following:
3-1- Accepting the different other (from the
same homeland, nation, world, religion or race), as a neighbor,
a friend, a partner or a relative.
3-2- Practicing equality with the different
other (as a citizen, a president or a presided individual).
3-3- Having confidence in self-capacity to make decisions in personal,
family and work affairs, in addition to neighborhood
and national affairs.
3-4- Choosing between different governing systems
3-5- Having the capacity of choosing representative governors
3-6- From tolerating freedom of speech to insisting on it
3-7- Freedom of forming parties and associations
3-8- Freedom of marriage between different classes, nationalities,
religions and confessions
3-9- Classification of the best known countries
3-10- The will to emigrate.
4- Tendencies in other issues related to democratization:
4-1- Religion
4-2- Family
4-3- Development
4-4- Arab unity
4-5- External powers (Israel,
Iran, Turkey, the United
States, China,
Russia
and the European Union).
5- The suggested method is
to survey a representative sample from all over the Arab nation (between 6000
and 12000) with approximately 50 questions, and deeper interviews with a
smaller sample (between 1000 and 1500) --- including 150 questions. Therefore,
economy in times and spending is possible, along with providing reports and
deep information.
1- These
missions are to be assigned to Arabic research centers
expert in the field of surveys.
2- It
is important to benefit from the
international survey for values that was conducted in many Arab and Islamic
countries, in the last five years

to the set timetable the survey should be completed in the first half of the
